The expenditure is viewed as unnecessary, particularly in light of the ongoing decline in essential service delivery within the municipality.

This issue surfaced when the DA questioned the Gauteng Provincial Legislature about the large expenditures allocated for employee overtime.

Concerns were raised that these significant funds could be better utilized to address more urgent challenges confronting the municipality, particularly service delivery issues.

Emfuleni mayoral candidate Kingsol Chabalala, said despite this excessive spending on overtime, there is no visible improvement in service delivery across the municipality.

“If nearly R700 million is truly being spent on employees working extra hours, residents should be seeing cleaner streets, quicker repairs to water leaks, functioning electricity infrastructure, and a municipality that responds to their needs. Instead, conditions continue to deteriorate.

“This raises questions about where this money is actually going.

Questions linger about overtime

“Are employees genuinely working these overtime hours, or is this yet another channel through which public funds are being misused or siphoned away,” he asked.

Chabalala stated that they will persistently be seeking answers within the Gauteng Provincial Legislature, aiming to uncover the truth and ensure accountability for those in positions of power.

He continued, “The people of Emfuleni deserve transparency because if such massive sums are being spent without any improvement in services, something is clearly and deeply wrong.

“There is a clear concern that these substantial financial outlays have not resulted in any improvements to essential services.

“This scenario indicates a serious issue within the management of resources, as the lack of positive change deeply affects the community.

“The residents, who are already facing challenges, find such irresponsible spending offensive, as they rightfully seek basic services like clean streets, dependable infrastructure, and leadership that is held accountable for its actions.”
