Sebokeng’s Cutting-Edge Driving Centre Construction Continues

Gauteng’s Department of Roads and Transport is progressing with the Sebokeng Smart DLTC, a project improving access to modern driver and vehicle testing services in the Sedibeng area.

By the end of December 2025, the project was 24% complete, falling slightly behind the scheduled 27%, primarily due to contractor payment delays impacting cash flow.

Construction activities during the period were also impacted by the shortened December shutdown, the department confirmed.

Key construction milestones were met, including finishing the main DLTC building’s superstructure, completing surface beds/slabs for TOLAB and VTS buildings, and installing steel roof trusses on the VTS building.

Gauteng MEC Kedibone Diale-Tlabela calls TOLAB a “one-stop service centre” for public transport licensing, handling receipt, processing, and awarding of road operating licences for all transport modes in the region.

She also reaffirmed the department’s commitment to the successful delivery of the project.

“The Sebokeng Smart DLTC is a critical investment in restoring public infrastructure and improving access to efficient and dignified services.

“While challenges have affected the pace of construction, we remain focused on ensuring that this facility is completed for the benefit of the community,” said MEC Diale-Tlabela.

The project maintained its focus on local economic development in December 2025 by employing 33 local workers and continuing to engage small, medium, and micro enterprises (SMMEs).

Furthermore, the project achieved a high standard of workplace safety, recording a 96% health and safety compliance rating with no incidents reported during the period.

The department said it is actively addressing challenges related to contractor cash flow, programme performance, and finalising the Eskom electricity connection through intensified stakeholder engagements and improved coordination.

“We are taking decisive steps to stabilise the project and accelerate delivery while ensuring accountability and value for public funds.

The Sebokeng Smart DLTC will be a one-stop centre for driver licensing and vehicle testing, greatly improving services for Sebokeng residents and nearby areas,” MEC Diale-Tlabela added.
