Suspended head of Organised Crime, Richard Shibiri, has been officially dismissed from his position.

This decision follows recommendations from a disciplinary hearing that found he brought the South African Police Service (SAPS) into disrepute through his associations with Vusimuzi “Cat” Matlala.
Shibiri received the formal dismissal letter on 22 May. He is expected to challenge this decision at the Commission for Conciliation, Mediation and Arbitration (CCMA).
Shibiri’s actions were scrutinized during the Madlanga Commission of Inquiry after reportedly receiving a payment ranging from R70,000 to R80,000 from Matlala, who has a history of being associated with organized crime allegations.
Shiburi’s which investigated corruption, cartel infiltration, and misconduct within the South African Police Service.
The inquiry presented evidence connecting Shiburi to Matlala, a businessman facing various serious accusations, including attempted murder and links to organized crime.
The top cop confessed to receiving R70,000 from Matlala, categorizing it as a loan intended for the repair of his son’s vehicle. He stated that he repaid R20,000 in cash in November 2024, with the outstanding R50,000 repaid in December 2024.
Shibiri found guilty of misconduct
Police spokesperson Brigadier Athlenda Mathe has confirmed the dismissal of Major General Shibiri, which follows the completion of internal disciplinary processes.
This decision came after a thorough evaluation of the circumstances surrounding his conduct, leading to the conclusion that dismissal was warranted as a disciplinary measure.

The processes undertaken were part of the standard protocol for handling such cases within the police force, reflecting a commitment to maintaining discipline and accountability among senior officers.
“The disciplinary proceedings were conducted in accordance with applicable SAPS prescripts and principles of procedural fairness. Major General Shibiri was found guilty of misconduct relating to conduct that brought the organisation into disrepute, including associating himself with a known criminal,” said Brig. Mathe.
