Xolani Nciza, brother of ANC heavyweight TK Nciza, was suspended over his failure to submit genuine qualifications required for his position.

On Wednesday, Xolani reportedly told News24 he would legally challenge his “laughable” suspension, saying he gave proof of his education when the City vetted him five years ago before he was appointed the director for employee relations in Ekurhuleni’s human resources department.

According to Siyanda Makhubo, ActionSA Ekurhuleni Caucus Leader, the party brought an urgent motion to the council sitting in August seeking a council resolution to have him suspended immediately, but it was blocked by the EFF Speaker, Nthabiseng Tshivhenga.

“ActionSA has written to the City Manager, Dr Imogen Mashazi, requesting that Nciza be terminated rather than undergo disciplinary procedures as he still has not produced genuine qualifications necessary for the role he occupies.

“We have been clear that officials need to be appointed based on competence rather than political affiliation. Competence-based appointments were reaffirmed as an ActionSA policy at our policy conference last week,” he said.

Makhubo stated that what is becoming abundantly clear is that Xolani would never have been able to climb the ranks to becoming the Divisional Head of Human Resources (HR) in Ekurhuleni had it not been for his brother’s political influence.

He added; “Nciza is but one example of how cadre deployment has been used as a tool to employ politically connected individuals in important roles in our public institutions.

“As a constructive opposition party in Ekurhuleni, ActionSA will continue to bring cadre deployment to light in council and will fight for residents who deserve to see their hard-earned rates and taxes spent on an efficient City bureaucracy”.
